The Hill: Tax
extenders fails in the Senate
(6.16.10) The Senate on Wednesday voted
45-52 in opposition to moving forward on the $140 billion so-called
tax extenders bill the resuscitates expired tax breaks [on
biodiesel] and extends several spending measures.
The bill was authored by Senate Finance
Chairman Max Baucus (D-Mont.), who argued the proposal would help
shore up the job market. However, centrist senators in both parties
were uncomfortable with supporting the bill because it added
approximately $80 billion to the deficit.
Senate Budget ranking member Judd Gregg
(R-N.H.) raised the budget point of order against the bill that led
to this morning's vote and forced Democratic leaders to withdraw the
legislation.
The upper chamber could now take up a
Republican alternative offered by Sen. John Thune (S.D.) that is
fully paid for, but not expected to pass. Baucus is then expected to
offer a slimmed down version of the legislation that just failed.
Democratic leaders hope that centrist members will support a smaller
bill that does add as much to the deficit.

sources: According to
American Farm Bureau’s Pat Wolff, the problem
isn’t biodiesel, “It’s emergency COBRA unemployment and Medicare
doctor salaries.” Wolff says any biodiesel tax break renewal is only
good until the end of this year when it, ethanol, and other key age
tax breaks will again need to be extended.
Recovery Act Announcement: Secretary Chu
Announces $187 Million to Improve Vehicle Efficiency for
Heavy-Duty Trucks and Passenger Vehicles

At an event in Columbus, Indiana, Secretary Chu
announced the selection of nine projects totaling more than
$187 million to improve fuel efficiency for heavy-duty
trucks and passenger vehicles. The funding includes more
than $100 million from the American Recovery and
Reinvestment Act, and with a private cost share of 50%, will
support nearly $375 million in total research, development,
and demonstration projects across the country. The nine
winners have stated their projects will create over 500
jobs, primarily researchers, engineers, and managers who
will develop these new technologies. By 2015, the projects
expect to create over 6,000 jobs—many in manufacturing and
assembly.
Currently, the transportation sector accounts for 28% of
total U.S. energy use. As these vehicle technologies are
adopted broadly across the country, they could save more
than 100 million gallons of gasoline and diesel per day, and
reduce carbon emissions from on-road vehicles by 20% by
2030.

Chevron to Pull Out of
Kentucky and 10 other Eastern States
According to the
Kentucky Petroleum
Marketers Association,
Chevron has
decided to pull out of 11 states in the Eastern United States. This
consists of Kentucky, Delaware, Indiana, North Carolina, New Jersey,
Maryland, Ohio, Pennsylvania, South Carolina, Virginia, West Virginia,
Washington, D.C., and parts of Tennessee. Approximately 1,100
independently owned and operated retail stations will be debranded.
The company said it expects all of the stations to continue operating
under other brands and it has a program in place to assist retailers
with the transition. It expects to complete the planned market exits
by July 1, 2010. KPMA says this is bad news for Kentucky fuel
retailers since it reduces their supply choices.
EPA eyes December to release rules on renewable fuel standard
The Environmental Protection Agency plans to issue its final rule on
the revised renewable fuel standard by the end of this year. EPA
Administrator Lisa Jackson earlier said the agency is looking
carefully at feedback gathered during the public comment period that
might help quantify the uncertainties associated with international
indirect land-use change emissions.
Popular Mechanics names 5 companies leading algae-to-fuel research
10.09 - Several startups across the U.S. are working on projects aimed
at mass-produced, affordable algae fuel as soon as possible. Leading
the race are Algenol Biofuels, Solix Biofuels, Solazyme, Seambiotic
and Sapphire Energy, according to this Popular Mechanics analysis.
Major investors including ExxonMobil and Bill Gates are participating
in such ventures, but the companies still face issues such as
water-supply problems and ecosystem contamination.
CNG Energy Offers NGV Certification Class at Big Sandy Community &
Technical College
10.6.09 - CNG Energy, LLC announced today the company would host a
certification class on natural gas vehicle fueling conversion systems
in cooperation with Big Sandy Community and Technical College. For
individuals completing the class a certificate designating them as a
Certified NGV System Installer® will be awarded. Opportunities to be a
Certified NGV Tank Inspector® will also be offered as part of the
training class. The five-day training class will be held from November 30 through
December 4 at the BSCTC Mayo campus. Individuals will be trained on
both gasoline and diesel installations.

Motor Fuels Tax Rate Increase for Kentucky
The Department of Revenue obtained
independent statistical survey data of gasoline prices for
the month of July 2009 to determine the average wholesale
price of gasoline as provided by Kentucky Revised Statute
138.210 (10). The calculation showed that the price average
was $1.864 per gallon for the quarter.
It has
been determined for the quarter October 1 through December
31, 2009, the combined tax rate for the Kentucky variable
motor fuels normal tax and "Supplemental Highway User Motor
Fuel" tax will increase from 21.1 to 21.8
cents per gallon on gasoline and liquefied petroleum gas.
The rate will increase from 18.1 to 18.8 cents
per gallon on special fuels.
The
Petroleum Storage Tank Environmental Assurance Fee for the
same quarter is 1.4 cents per gallon.

With growing demand for natural gas vehicles (NGVs) in the United
States, Clean Energy Fuels Corp. (Nasdaq: CLNE) has signed a purchase
and sale agreement to acquire BAF Technologies, Inc. of Dallas, Texas,
the leading provider of natural gas vehicle systems and conversions in
the United States.

Delta, Southwest, United, Others To Adopt Biodiesel for LAX Ground
Equipment
An alliance of eight airlines at Los
Angeles International Airport has agreed to a multi-year deal to use
renewable synthetic diesel for ground service equipment operations.
The deal, which calls for up to 1.5 million gallons of the synthetic
fuel, will not take effect until late 2012, when the fuel will be
commercially available, according to a press release.

Europe Leads the Way in Greener Airlines
The airline industry will be the
first in the U.S. to face a cap on its greenhouse gas (GHG) emissions,
as the European Union readies a list of airlines it will regulate
under its cap-and-trade system for carbon dioxide, reports the New
York Times. More than 700 airlines registered in the U.S. are on the
preliminary list, though smaller carriers will likely be dropped.

announces new certification path for ethanol fuel dispensers
8.10.09 - Underwriters Laboratories (UL), a world leader in
product safety testing services, announced today a new certification
path for fuel dispensers for mid-level ethanol blends up to E25.
With the new certification path, manufacturers of dispensers,
assemblies and components now have three certification options to
choose from to balance market needs and provide maximum flexibility
as advances are made in the fuel industry.
"The development of renewable energies continues to evolve at a
rapid pace and we understand the need for future innovation, cost
effectiveness and getting product to market quickly; however, public
safety must remain paramount," said Jeff Smidt, General Manager
Global Energy Business for UL. "We now have multiple certification
paths available for fuel dispensers that will provide not only for
public safety, but also future blend flexibility for dispenser
manufacturers. We feel with this additional certification path, we
have addressed current and future industry needs."

Announcement: DOE Announces Recovery Act Funding of up to
$5.5 million for Ethanol Blends Infrastructure and Outreach
8.4.09 - As
part of the ongoing effort to support the development of
domestic renewable fuels, the U.S. Department of Energy
(DOE) today announced the availability of up to $5.5 million
from the American Recovery and Reinvestment Act to increase
the use of higher ethanol blends up to E85 (85% ethanol/15%
gasoline) by expanding refueling infrastructure and
launching targeted outreach to promote public awareness.

Kentucky
joins 44 states with low speed electric vehicle legislation
6.25.09 - Legislation allowing low speed electric
vehicles to operate on Kentucky roads became law Thursday,
June 25, 2009. An executive order was signed by Kentucky
Governor Steve Beshear in late 2008 directing the Kentucky
Transportation Cabinet to develop and initiate standards for
these vehicles. Kentucky statute KRS
186.010 - chapter 189 reflects that initiative. These
vehicles can now be licensed and insured under the enacted
legislation.
